ICBC "Khorgos"

ICBC "Khorgos" is a unique, joint Kazakh-Chinese project of the Republic of Kazakhstan and the People's Republic of China within the framework of the new economic policy "Nurly Zhol" and the strategy of the "Silk Road Economic Belt". The creation of the Khorgos International Center for Cross-Border Cooperation was initiated by the first President of the Republic of Kazakhstan, Nursultan Nazarbayev, during an official visit to the People's Republic of China in 2002. The result of this visit was the conclusion between the Government of the Republic of Kazakhstan and the Government of the People's Republic of China of intergovernmental agreements on the establishment and regulation of the activities of ICBC "Khorgos". ICBC "Khorgos" is located in the Panfilov district of the Almaty region on the border adjacent territories of the two states and is connected by a "Special passage" passing through the state border. The territory of the SEZ ICBC "Khorgos" is 608.56 hectares. The uniqueness of the project lies in the fact that the territory of the center provides for a visa-free stay of individuals for 30 days, provides for free movement of visitors, goods and transport, a ready-made infrastructure built at the expense of the state. To improve the investment climate in 2017, by the resolution of the Republic of Kazakhstan dated October 6, No. 624, a special economic zone of the ICBC "Khorgos" was created.
